MULTIEXPERT EVALUATION METHOD OF GREEN MINE: A CASE STUDY ON XINWEN MINING GROUPS HUAFENG MINE

“National green mine conditions” provides guidelines and basis to evaluate and construct Chinas green mines. In order to comprehensively evaluate green mines, this paper, based on the nine conditions, uses seven tier1 indexes, including laws, regulations, technical innovation, saving energy and reducing emission, environmental protection, land reclamation and community, and 25 tier2 indexes to construct green mine evaluation index system.By using expert scoring, entropy weight and minimum cross entropy, this paper integrates experts opinions to produce a comprehensive evaluation results. This method is a combination of subjective and objective weights, which avoids subjective arbitrariness and covers experts opinions. This method is applied to evaluate Xinwen mining groups Huafeng mine, which meets the requirements of green mines. This is consistent with the actuality, verifying the feasibility of this method.

Ordos basin abounds in energy resources with significance to China‘s economy. In order to promote the reasonable development and utilization of mineral resources in Ordos basin,this paper,based on references,data and field investigation,analyzes the exploration and development situation of energy resources,including oil,gas,coal,coalbed methane and uranium,finds issues such as imbalanced exploration,low development efficiency,overlapping mining rights and poor management,discusses the causes and presents suggestions from ideas,organization setting,management policy and approaches.

Canada's federal government is charge of oilgas resources, and separated from supervision. China shall learn its experience to reform and improve governmental efficiency. This paper studies Canadas oilgas resource management institutions and their relation from federal and provincial governments, and summarizes their features from organizational structure and management function. Combined with Chinas situation, this paper concludes that Chinas oilgas resource management reform shall be based on establishing independent departments with clarifying functions and being separated from supervision. Oil gas initial mining permits must be determined and public geological data service must be improved.

America and Russia are two energy giants, both are mature but featured in their energy strategies. This paper compares the two nations in their energy strategic structures from energy framework,locality politics and laws, discusses three points in reference to China,optimizing energy structure and actively involvement in global cooperation in energy pattern, and opening new energy markets, avoiding military diplomacy and taking union with fighting in locality politics, and paying attention on new energy legislation and expanding legislation range in energy framework.

Land resources survey project is funded by the central government, implemented by the Ministry of Land and Resources. A scientific evaluation of the projects management will help improve the management level. This paper, on the basis of a comprehensive analysis of land resources survey projects management process, uses the PMBOK knowledge system of project management to build an evaluation index system of land resources survey project management. Based on case study on northern and northwestern China, this paper evaluates the land resources survey projects management from system, progress and results and concludes that the projects management in land and resources survey is quite well, but poor in risk management and less application.

This paper, based on the regional sustainable development mechanism, discusses the resource-environment industrial transformation in Beijing-Tianjin-Hebei, analyzes the heterogeneity, openness and difference in regional industrial structures, which shall be integrated so as to achieve the complementarity during regional industrial development. Under the resources and environment and ecological capacity, this paper discusses how to set up an integration mechanism of regional development and urban space, and presents some suggestions on industrial transformation and structural adjustment.
